There is a lot of undetected corruption with in society, some of which affects the general public. It is us that have to give up our time and energy for this system so when there is a serious problem that effects us then yes whistle blowing is necessary. Its people like the person u have mentioned that allow us to know what is really going on and lets us know how much the government is full of ****.

whistle blowing at top level is good,because we get hidden truth but sometimes even whistle blowing is a con, its actualy planned.
whistle blowing in neighbourhoods unless its serious, i mean neighbours reporting each outher on trivial matters is not so good

I think it is a matter of context. We report crimes to the police, is this not a form of whistle-blowing?

There are a lot of underhand things that go on at all levels of government and industry. Not all of these things benefit the public or employees. I think the term "whistleblower" is used in the same way the term "grass" is used. It is to make the honest person feel bad for upholding the law or general wellbeing of the public.

The simple conclusion is that if people followed the rules, there would not be any need for whistle-blowing because there would be nothing to tell.
