Question for Notaries Public in California?

If I wanted to report someone (public notary), where do I call?
Also, is there set fees that are charged for certain documents? I paid $25 for a Affidavit of Residency , for my sons school. There is a place where I live that charges $25 for any document notarized and they advertise as an immigration service. And reading the Notaries Handbook, they are not allowed to do so. They've been doing it for a few years. I did call the Secretary of State, but I think the guy didn't know a whole lot. He just read me the codes and said something like take it to court. I'm not going to court for $15. I just want to report them..
(sorry I have already asked this). But does anyone have any suggestions ???

First off, you have my admiration for using the proper plural!

As I guess you learned, the Secretary of State's website is notably unhelpful in giving any information regarding complaints. I would suggest that you send a letter to the licensing office:

Secretary of State
Notary Public Section
P.O. Box 942877
Sacramento, CA 94277-0001

In that letter I would describe the violations you believe are occurring, and additionally ask that if the complaint has not been sent to the correct office, that you be informed where your complaint should be made.

Maybe I am reading your question incorrectly, but if they sold you a document AND notarized it for $25, then that is the price they established and would be legal. If you supplied your own document and they charged you $25 to notarize it, they broke the law severely. I am a notary in Ohio, which may have a slight difference of prices, but the most I can charge for a simple notarization is $2. Period. You can report them to the state board on this. The fine to them can run up to $5,000 and up to a year in jail. Best of luck and I hope this can be useful.
