Why do politicians make laws in America & then don't see that they're enforced?

For example, immigration law. We have it but it was never properly enforced. Isn't this a waste of american taxpayer dollars?

I used immigration law as one example. Another is seat belt laws. They made it for adults & kids. In my state, it took several years for them to start strictly enforcing it for children, and they just now made it a primary violation for adults.
They make these laws for a reason, then nothing is done for so long. Why waste our money?

Some laws are passed to raise awareness and to initiate education plans. The first step in any enforcement plan is education. Ideally - the only type of enforcement necessary is self-enforcement by the citizenry.

A good example is anti-smoking laws - very few plice convictions occur as a consequence of anti-smoking laws, but everyone knows the law and often self-enforce the regulations. No one lights up in a public place because they know that they are not allowed to, and if they do, it is likely that someone will tell them to butt out (i.e. the law is self regulating and enforcing).

The executive branch doesn't want to do the job. It's all talk, no or little action.

My personal opinion is that the recent immigration law modifications in The United States have a purpose of shifting the attention of the Media and the public in general away from what is happening in Iraq, where US soldiers and civilian Iraqis die everyday, well maybe one will argue that this is silly but it works :) And of course noone in the Legislative authorities wants to take a decision that will escalate the protests of the Hispanic peoples of the country
