How do you go about complaining about a bad landlord/owner?

I think this apartment complex is still privately owned, but the new owner treats it like it is a section 8 complex. He has now refused to have the lawn mowed, the perverted maintenance man is in jail, there is a hole in the roof of the upstairs apartment, and it rained into my closet as the rain trickled down the stairs. I called the sorry tail landlady, and she told me there is nothing she can do, and that she was aware of it.
I moved into these apartments 8 yrs ago because they were cheap, and managed by an elderly Pentecostal couple who kept this place clean and neat. They didn't allow people to put barbecue grills on the front lawn and sit outside talking loud til all hours of the night. But, they had to sell due to failing health. And this new owner could care less.
I'm working and going to school, so I was trying to stick it out until I graduate, but this is ridiculous!!!

To William,
I know he is a pervert because the landlady told me he put child porn on her computer, and she had him arrested. I have nothing against Section 8. It has helped many deserving people, but there are people who use and manipulate the system. If I come across as having a bad attitude, it is because of what these apartments have become. This has been my home for 8 yrs, and these people have come in that have little respect for anything or anyone. Before you judge me, read between the lines.

Start by reading the lease law of your state. There may be a reference there or somewhere else on your state government Web site.

Not all section 8 places are bad!
Mowing the lawn, not nice, but not required.
Fixing the roof, required.
Put it in writing. Take pictures when it rains.
Barbecue grills on the front lawn , they do not have to allow that.
Perverted maintenance man ? How do you know he is a Pervert? Pretty strong words to use unless you can proof it.
Your great attitude may be the root to your problems.
Check your local tenant landlord laws to see what rights you have.

take your landlord to small claims court. calculate your rent per square foot and sue him for that for each month they've been doing it.

in reality, as soon as they are served with the papers they will start to act quickly. probably settling with you or hooking you up with some rent.

OR

If you have a city "housing authority".
Go see them and sign a formal
complaint.
Otherwise, find any cheap legal office
that specializes in tenant/landlord rights
and file a complaint.

HUD office, health department, tenant/landlord court if the problems continue and need to be addressed in court

about renting,if you are not pleasure, change place is ok.
