Can an executor of an estate sell a property to a third person without probate (ie arms length)?

not if all parties involved in the interest (inheritents) of said estate have not made an agreement on the sale. I would contact a real estate lawyer and discuss this.

Not in my state; one of the purposes of probate is to determine who is the rightful owner, and determine who may have a interest (perfected or unperfected). In addition, in some cases there are priority claims that may not be readily evident. There may also last minute challenges. Best to let the process work as it was intended.
