Why are paparazzi allowed to stalk and endanger the public?

I'm really trying to get a legal perspective on this as to why they can get away with this without the law stepping in and doing something about it.

Free speech and rights of the media etc. are one thing but this is crossing the line and simply stalking, badgering, harassing, whatever you want to call it and endangering the public with this mobbing and chasing etc. is out of hand. Are there not laws prohibiting such things?

I just don't get why the law doesn't do anything about this. It's complete BS and hypocritical to pretend people care after something tragic happens.

Frankly I feel that everyone who spends a nickel on those tabloids are just as guilty of these tragedies as those right there on the front line.

-- The celebrities need to press charges more often. I may be unpleasant but it is their civic duty. That also means showing up for the hearings and sentencing even if they are often delayed.
-- We need judges that worry as much about the victims as the accused. If they commit a crime, let them do the time.
-- The publications and TV networks that use the ill gotten photos should be muzzled.
