Skip tracers are what you are looking for. They aren't listed in the yellow pages that way. You'll need to contact a collection agency, and ask if they have any skip tracers that do work on the side. Then cut the deal.

Hire a process server. No agency is responsible for locating anyone.

hire a private investigator. Courts will often allow alternative service upon a proper application and a showing of due dilligence. For instance, in my state, the court can authorize leaving the documents at the address that the dude gave to the Department of motor vehicles. First, you must be dilligent in trying to make proper service. For that, investigators use all sorts of tools, like voter registration lists, utility bills, tax bills, and a dozen or so other sources of info. So, hire a professional investigator and if the investigator can't find him, then look at your rules of procedure for alternative service.
