does an employment lisence mean teens under the age of 16 can work anywhere?

No.

No. Regardless of licenses, there are still a number of regulations that determine when and where teens under 16 can work. Check the federal labor laws regarding the particular type of work you're asking about, as well as state regulations where you live.

Most rules apply to dangerous work and limits on number of hours youths may work. You can't have 15 year olds working 50 hours per week in coal mines, as an extreme example. But some states have pretty complicated laws, so be sure to check up.
