If employment blacklisting is a crime can it be reported to the law enforcement officers ?

Blacklisting is not a crime; however, if you can prove your were blacklisted you could sue. Employers can legally discriminate against you so long as they do NOT do so on the basis of race, color, religion, national origin, sex, family status, physical ability (disability) and a few others.

Employers can discriminate against you for being heterosexual, driving a pickup, or having a beard.

You could be blacklisted if you lied, cheated, stole, etc.

No, but it is grounds for a civil suit. Contact an employment lawyer (or the union you work for, or any professional associations you belong to) for a referral. Or just look for one in the yellow pages or by calling your local bar association.
