Private company and employment??

if someone owns a private company, and a guy(or girl) comes and says that he wants to be employed(he's looking for a job), does the companys owner have the right not to employ him without giving him any reasons??

let's say the compnay has announced that it will employ a few people that have been interviewed.

The only reason I need to not hire someone is that I don't wish to hire that person. I could hire someone else because if like their driver's license number if I wanted.

I think so. What's the alternative?
