What can you do if one of your family members (elder 60) gets beat up on the street for no reason...?

Call the police. File a complaint with whatever agency is charged with investigating elder abuse. If there was physical harm or damage to property, file a civil suit against the person(s), if they are worth suing civilly.

HAPPENed in ny couple of days ago - old guy was beaten by cops
bystanders got local politicain involved and the cops apologized

if it was anonymous or gangs - not much

Contact the police and file a report on the crime since you are able to identify the defendants. They will take it from there. Most jurisdiction will keep you posted as the prosecuting progresses.
