Is it legal to own a lockpicking set in Ohio?


I searched Google, and one site shown had the same question asked. For no apparent reason, the responses were spouting law code for Texas and California. At least 100 different search terms later, I'm screaming at everyone who has anything to do with the results. I go to Ask.com, and I get Elder Scrolls 4 and Splinter Cell: Pandora Tomorrow.
Google is never going to give me the answer, so I turn to you: is it legal in Ohio?

Lockpicking sets are NOT illegal to own, however in most jurisdictions, considered "Burgler's Tools," as are also a hammer, screwdriver, pry bar, etc. What this means is that certain items which are commonly used in burglaries are classified by the law to help police officers charge criminals who might be involved in malicious behavior. Having a locksmith license only legitimizes having those items in your possession.

How it works: Say a man is seen by a police officer walking down the street at 3 AM. There have been several burglaries in the area and this man fits the description of the criminal. The cop then stops him and questions him. He does not find any of the stolen items on this guy, but the man does have a lockpicking set and a prybar.

The Police officer can make an arrest because this man is in possession of burgler's tools, which the laws says is evidence enough to connect him to the burglaries.

This is not to say that you will be arrested for having these things... I have most of those items in my toolbox in my truck. It just means that if the police have reasonable suspicion that someone is involved in a crime, having those items in their possession is enough evidence to implicate them.

YES, IT`S NOT LEGAL IN NY AND MOST OTHER STATES U WOULD REQUIRE TO HAVE A LOCKSMITH LICENSE.

If you happened to be a licenced locksmith, it's not illegal to own no matter what state you live in. I took a correspondence class to be one, look in to it. Just remember that if any of your tools fall in to the wrong hands, and are used in less than legal ways, you'll be criminally liable for it.

As long as you have a locksmith license you can own a lock picking kit.
