Do they have to get permission from the Elders to visit their family members that are not Jehovah Witness?

No.

No Jehovah's Witness needs to get particular permission from an elder to do anything, except perhaps utilize congregation resources.

From these questions I see many have on idea what JW"S are all about. LOVE is the prime quality that moves a witness to do the things they do. We love Jehovah over all, and then our neighbors just as Jesus taught. We preach because we know lives are involved. We have no idea who will answer the door when we knock but the love God should us we try to show to others. We answer to God and his son Jesus. Honestly look at Jesus life and ask "Did he need permission to show love to others.?"

No, but because they don't celebrate holidays and birthdays, they often exclude themselves from their family's celebrations.

In addition, if a family member has been "disfellowshiped" then there are specific rules to follow in how much contact and conversation you can have with that family member.
