Is there a statute of limitations on reporting corporal punishment by a school official in CA?


Long story short. I went through the district over the matter, they said they would "counsel" the principal. Later, after another inappropriate incident, I caIled again. This time I was referred from district to county to state. I spoke to the State Education office and they sent me forms to file, but then my son was diagnosed with an Autism Spectrum Disorder and my life has become educating myself on his dx, educating him (he was having so many problems at school that I opted to teach him via an online Virtual Academy through the district, making appts and calls, taking him to appointments and assessments, etc. plus I have a teenage daughter. I'm doing this all myself.
Needless to say, I never filed the report form. I did file a complaint over the phone and they sent the form. I would like to know, is it too late to file?
I am not asking about lawsuits. I just want to know, through the ED? I want to make sure this man is not allowed to do anything like this again.

Limitations periods are only relevant for purposes of criminal or civil actions. It is likely within the discretion of the district, county or state education office to accept a complaint of inappropriate physical contact no matter how old. There may be something in the union contract that prevents the education office from acting on a complaint that is "stale", but that would not prevent the complaint from going in the principal's file.

If the principal is still employed by the education system, you should make the complaint so that, as you say, "this man is not allowed to do anything like this again." I doubt you could live with yourself if you found out the principal was abusing other children because you did not file a complaint.
