Is it illegal to buy a laptop for someone using funds that are meant for a education establishment?

Yes. Not only is it illegal, it is unethical.

Depends on whether the laptop belongs to the education establishment or a private person.

If the funds are designated for a particular line item, then they must be spent on that line item, or the line item must be changed by the governing authority, using due process to reflect what the funds will be spent on.

So the budget would have to be changed prior to purchasing the lap top to reflect the money will be spent to purchase a laptop. If this isn't done, it is illegal and the person making the purchase can be prosecuted criminally.

If someone took money from the education establishment to buy a lap top for their personal use, that is just plain ol theft, and also a crime.
