Johnson H. Carruthers, an architect, enters into a legal binding agreement with the
Board of Education in Harrington County, West Virginia, to design a new high school.
Carruthers used a contract form provided to him by his professional association, the
American Institute of Architects. Their standard form has been tested and upheld or
modified in various courts of law. Carruthers eventually wound up suing the Board of

As an instructor myself I suggest that you try to find the answer yourself using your textbooks, the Internet, etc. However if you honestly try your best and still can't find all the information you need by all means ask YA again, but in a more appropriate category. The folks participating in that category won't actually do your homework for you, but they are quite willing to help and point you in the right direction. That way you will get more appropriate assistance and can鈥檛 be accused of cheating 鈥?you are up front with why you are asking. I would have to have more details of the case but it sounds like Substantive Law. I would assume he is trying to secure payment on a certain or "substantial" amount of completion of the project based on the contracted amount. Since evidentiary and workers compenstaion laws obviously do not apply that leaves substantive and procedural law. Unless the board of education violated some procdure causing monentary damages toward Carruthers then the litigation is based in substantive law.
