What would be the name of the governing body to legeslate a new law?


a law that would be about government funding for higher education

The minister of finance implements a bill put forward by the Minister for education that gets read before the State house of reps or legislators and gets voted on.
House of Representatives in the States,,Member of Congress Federally or Member of Legislative Assembly in Canada or Member of Parliament finally to the senators in both systems...In Canada it needs Royal assent...In the US the senators approve the final federal legislation and the Reps in State legislation
