Are coaches allowed to fail students if they don't fundraise?

So here's the story:

I am a high school student and I am part of the football team, which is 6th period (last period of the day, within normal school schedule). My parents will not let me play the upcoming season, so I will keep participating in 6th period until the end of the year for a grade. However, my coach said that if I do not complete the fundraising program (which basically raises money to buy the football equipment, which I won't need anyway), I will receive a failing grade for 6th period.

[The fundraiser involves selling 150 raffle tickets for $2 each within a 2 week period (150 per player). If tickets are not sold, the money must be paid anyway at the deadline ($300)]

Are teachers permitted to do this in the California education system? And if I do sell these tickets and give the $300 to the coach, what will he do with the money since I won't be needing any equipment?

If you are in a public school they can not force you to do a fundraiser and he can not fail you for not doing it. However if your parents signed anything saying they will be responsible for the cost or fund-raising then they would own the school $300.

Option I can think about are your grade level because if you have already taken so many years of PE/Football then you have filled your required credits and this F will do nothing for your grade.

If anything you can take the F and just take PE next year or next semester to adjust your F/easy A...

Any class you participate in has assignments that need to be completed in order to pass. You are currently in this class, selling tickets is your assignment, suck it up and sell the tickets. Good luck.
