Education legislation?

Which education-law is most important in YOUR country? If it possible, put the hyperink on it here :)
Let's create list of education legislation the whole world.

In the U.S. there are very few national education laws because education is left up to individual states. The only national laws I know about of the top of my head are No Child Left Behind and Headstart. No Child... is all about test taking and is a pretty pathetic response to national education standards. Headstart is a pretty good program but has been left with partial funding for so long that it is virtually useless.
