Can i sue the local education authority for what they've done???

i'm 19 and the local education authority has RUINED MY LIFE by failing to rotect me as a chidld i lost my edcation and mental health due to them!!!! i HATE THEM!!! how can i get them in trouble???plus the education welfare officer 'investigating' failed to protect me. i am now 19 haven't been out of the house for 7 years and do't hardly know who i am anymore

What happened to you as a child? What were they to protect you from? If you needed protection, they should've been there.
