&
Talk About Sex: The Battles over Sex Education in the United States by Janice M. Irvine

I've found a couple of good online sites including my school's library that does essay searches but i haven't found anything on if it should be treated differently given the area... like in small towns where teen pregnancy isn't as much of an issue versus big cities where it seems half the teenage female population is pregnant by 16.

Do you know of any other books/sources that would be helpful?

So far i know i will cover the utilitarianism and difference between small towns a big cities but is think there are any other major things i should definitely cover?

This is in the government section because this is about public schools which are government run.

i think you're really on the right track with the utilitarian calculus.

hm...

show that if there were no difference in STI prevention, then either one is acceptable. but if one shows to have lower STI transmission/greater condom use, then that should be the one used.

I would check planned parenthood or the PTA. They might have some interesting info.
