His administration has been extremely secretive; sometimes justifiably and in other instances not justified. This has worked against him in the eyes of many people. As an example, the secret energy bill meetings with oil execs. In times like these, that took a huge toll on his administration's credibility.

I believe, in his mind, he is the parent of the country and he doesn't really feel the need to explain his actions to the taxpayers. That could be construed as a very bad attitude in his position unless you happen to trust him blindly and completely, which most do not.

The president campaigned on his abilities to delegate duties to others. The problems you are addressing are problems that you find when you delegate to the wrong people and trust and support them at all cost. It is plain and simple bad judgment. Mr. Bush is the final responsible agent of the people but the advisers are at fault. Some have resigned and the rest are going to be ineffectual.
