What is the average cost of notary services for certified copies of your passport & education certificates?

You don't need a NP to certify a passport, any "professional" who has known you for more than 3 years and is not a member of th family will do.

FROM 3 TO 6 EUROS.

I'm not sure what state you are in but in CA a notary can only certify copies of powers of attorney under Probate Code section 4307, and copies of his or her notary public journal.

Certified copies of birth, fetal death, death, and marriage records may be made only by the
State Registrar, by duly appointed and acting local registrars during their term of office, and
by county recorders. (Health & Safety Code section 103545)
