How does one undertake a legitimate scientific expedition? must he/she have some special education/liscense.?

i'm asking because say hypothetically there was a private island, and one could only have access to the island if it were for a scientific pursuit. thanks!!

Nope, just money. Usually these expeditions are funded by grants or by institutions. To be funded there must be reasonable expectation of success. Success usually follows those who know what they are talking about - hence, educated people.
