Why does Justice Warren say that the arguements are inconclusive in the Brown v. Board of education case?

The case basically states that the history of the Fourteenth Amendment is inconclusive as to its intended effect on public education.

The reasons are clearly outlined in the case. What exactly do you not understand about it?
