What does it mean to "Identify and discuss one limitation on school desgregation?

The word "limitation" might be inviting a discussion on why desegregation was not effective. Some reasons are as follows:

1. As whites left the urban areas, only blacks were left, making desegregation and integration impractical.

2. There is no majority-white metropolitan school in the United States, and the educational achievements of black students have not improved, despite the upheaval to which the school system has been subjected for the last 50+ years.

What sort of limitation: legal? fiscal? social? practical?
