Are they required to pass competancy testing associated with Consitutional law, and receive high levels of education in relation to personality differences before they target someone for investigation ( when the USA deemed Americans fair game in their terror investigations)?

Also; do they receive counselling as well as education in regard to tolerance of various subcultures that exist in the USA?

yes and no. they aren't given competancy tests-they are often told they are above the law. they are however, given counseling on various cultures.

which they still manage to disrespect.
