Why is the state and federal goverment laws so messed up!!!!!!!!!!!!!!!!!!!!!!!!?

Why can a man who is having storks and seizers and a serve drunk get his five year old child back. He was arrested in June for drinking and driving with his five year old little girl in the front seat of his truck. He hit a parked car and tried to flew the sence. He blew a .30. He spent only 60 days in jail. And now they want to give her back to him. He abused her and we think he did other things to her. She use to pee her paints any time someone moved quickly near her. ANd now they want to give her back to him. What is wrong with the laws. Aren't we supose to protect the children. I am so pissed off and upset. I want to scream and yell and to and shake him and yell in his face. But I know I can't do that. Because it is wrong. I need help. I need people to help me figure out how to help this little girl. She has nightmares about going back to live with him. She tells every one that she doesn't want to live with him. Her mother died three years ago. And he was no where around and then he came out of no where and claimed her and then he tries to kill her. What is wrong with goverment. I am sooo sorry to hear that. Try calling social services. Please keep up with this child, don't let her fall through the cracks. It might take some effort and lots of calls but squeaky wheels get attention. You sound like a caring angel, I pray for the best for this situation.
