Can getting caught drinking under age affect getting your drivers license?

It was not while driving

Mission Bay CA will suspend your privlege of getting a license until 21 for underage drinking.

Well thats kinda a strange question.I'd say yes it would be illegal... You can't drink or drive and you can't walk around drinking public.. duh!
