Does the 11yr driving ban extended time on licence relate to drink driving bans before this date?

the law on drink driving time on licence changed in 2007 from 5yrs to 11yrs does this relate to offences before this date

No. It only applies to offences after the sentence became law.

Its highly unlikely to be retrospective.
English law is almost without exception not.
