With the increased risk of idenity theft

I wondered if the increase risk of identy theft will lead to the goverments use of the micro chips, being placed in consumers hand to pay for everything, to safe guard our information? Is that why idenity theft is hyped up so much?,To create fear, so everyone will accept this new method of pay?
