What kind of law did my landlord break?


I had to move last month because my landlord got violent anyway...while moving out a friend of mine noticed that my lights flickered whenever the furnace came on. I said, well that is weird because heat is included in my rent. He then brought an electrician over the next day and we figured out that the duplex only has two electric meters and the landlord has the furnace fan, all the public lights, the basement lights, a space heater (that is on pipes to keep from freezing) and a washer and dryer hooked up to MY electric!! I have no access to any of these appliances. Only have a key to the basement for tornado or storm emergencies. Legal aide is helping me they said that he may have broken a consumer protection law...any other ideas?

I've heard of people doing this. Yes, it is illegal. Have the electric company check it out. You can sue for the excess electric that you had to pay. The electric co. can pro rate it for you. He can also be charged with theft, definitely file charges. He shouldn't be allowed to get away with screwing people. Try www.findlaw.com. There are a lot of lawyers who work pro bono and can help you. There are also a lot of links that can give you the info you need. Definitely pursue this. It is not fair. He's obviously in violation of several building codes. Call the housing authority in your city and schedule a time when the building inspector can inspect the wiring. He has the authority to fine, and report his findings to the courts. If this is indeed the case than the answer is simpler than you think....he's guilty of larceny. Most state laws have a general provision to deal with this kind of theft. It's not the crime of the century, but a judge find him guilty. My advice would be to go with the building inspector. He can really hit your landlord where it hurts, in the wallet!!!
