Where to make complaint for illegal construction in Delhi?

My neighbour is making illegal construction in North Delhi. There is no sanction plan. I reported matter in MCD. The work was stopeed for 15 days.Now he has started construction again. What should I do? I have been told that he has bribed in MCD & Police.

You must have heard of the quote that "The buck stops here".But in
regard to complaints to the MCD,a whole new quote has been developed and is applicable.And that is "The complaint stops here,but
keep passing the buck (under the table)".
Reverting to your question,If you want your complaint to be redressed,
then you should up the bribe amount and cover a few other departments apart from the MCD,Police,like the corporator of your locality,the mayor,the minister in the government.If your neighbor
competes,then your next approach should be to the center
Ultimately,it will all boil down to a question of who pays whom more money.That person wins.
