In construction terms, what does an unconditional progress report mean?

Nothing, absolutely nothing. Even the guy below me agree with my answer, theirs no such thing as unconditional progress report.

as far as i know there is no "unconditional progress report"
there is "progress report"
and there is
"Unconditional Waiver and Release Upon Progress Payment"
that basically to release the owner to the amount paid (from leans on the project) it is done after a phase is done and paid in the construction
