Is it constitutional for a federal agency to do research on a private citizen and distribute it? |
to another civilian? Constitutional? Probably -- I can't think of anything in the Constitution that would expressly prohibit that. But legal? Probably not -- it is an invasion of privacy, and a misuse of government time and money. You should definitely consult a lawyer. Depends on the agency first off. If its a constitutionally stated agency then possibly. For example: military background checks or background checks for other employees. Distribution? Only if its made public to everyone. Otherwise I'd say no. Research, yes. Distribute, I don't think so. |
