the home secretary has decided that he wants to create a new system for processing asylum seekers. the decisions will be made by a group of hand-picked civil servants and legislation will be passed to give them statutory powers. in order to ensure that the system is as speedy and effective as possible, the home secretary would like to minimise the role of the courts, advise the home secretary on how he might most succesfully prevent the courts from being involved in such cases.
