What is the deparment of constitutional affairs, and what is its main function? Does it help contribute to law reform?

They are a part of the government which is used for upholding justice, rights and democracy.
Justice - responsibilities include running the courts, and improving the justice system
also the Rights and responsibilities include human rights and information rights law
responsibilities include law and policy on running elections and modernising the constitution
