Corrupt, unfair, harassing landlord

I will ask my question before I get into details. How can we get this guy off our backs (and the backs of others) legally? My boyfriend and I live in a trailor park in WI, but I own my own house, so when I refer to a landlord, I'm talking about the park owner who lives in the park with us. This landlord has it in his lease that we have to have the house sided within 9 months of buying the house, and we have to use a specific brand of heat tape in the winter, and yadda yadda yadda or we will be evicted. He is keeping our security deposit for such things as writing evection notices (use of paper, ink, electricity to run the computer to type it up, and labor to type it), ruining the land on our lot (but he dug it all up every time he plowed the snow into two places in our yard and he's charging us to fix it and he still hasn't fixed it yet), He's supposedly taking pictures of garbage that blows into our yard on windy days and charging us to develop the pictures and use of batteries and the camera in general, and he's doing this in case he needs to take us to court for whatever reason he can come up with next. We sided our trailor, but he didn't like how it was done or the color we chose, so he gave us an eviction notice. He also said it was too dirty so we had to power wash it, and he said he would charge us for the extra use of water. Water is included in our lot rent; it is well water on private land. We already pay the power company for the electricity it uses to run the water tank or water pump. He is in charge of the water main which froze twice last winter, but he charged us to fix it (and he didn't even fix it correctly!) He first told us that it was our fauldt that it froze so we had to fix it. As we tried to thaw it out, he called the sheriffs on us because he didn't like how we were doing it. We used a turbo heater to thaw the pipes. Nobody likes him, but nobady takes any action. Every other month he tries to sue the township we live in, or so we've heard, but we believe it! It seems like everyone in our county is on his payroll. Police, lawyers, inspecters from the health dept all tell us to deal with it. What is going on???? How do we get this guy off our backs?

You first two so far are absolutely correct. These are the answers I've heard from local ppl so far, and was hoping to hear something more promising. No worries though. I thank you so very much for your input so far!

You don't. He's a jackass, but that is never going to change. He's likely doing illegal things and certainly unfair things, but that is never going to change.

Suing him will get your immediate grievances taken care of, but he will attack you with renewed vengeance and likely never pay any amount the court awards to you (the court awards, but it's up to you to collect). That is never going to change.

The only thing that will help you, is to move.

I'm sorry, but sometimes people like him do win. Fighting with him only gives him a fight to win and he holds the power here. Yes, you can win in a court of law, but he will still be your landlord and he will just start all over again.

Im not sure how this works but have a slight idea. You may own the the trailer but he owns the grounds under and around it. I dont think he has the right to charge for petty things such as batteries and paper and such. I would go the local city hall or police station and see what you can do as home owner. Good luck
