Are there really no laws 12 miles off shore?


Iv seen an episode of the Simpson's where they said there are no laws 12 miles off our shore. While I'm sure that number is incorrect, I do remember hearing something about that as a kid fishing with the boy scouts. I did try researching this before asking here, and I gotta tell ya...
I've tried researching many different kinds of laws in the past. They do not make this information easy to find! Or perhaps I'm even more of a "Computers for Dummies" kinda guy than I thought. lol
Any info or even a link so I can read about it in detail for myself would be aswome.

I would say that since the stupid congress won鈥檛 let the US oil companies drill off shore, which is more than 12 miles out, then there is law out there. Which is insane if you ask me.
