Computer Crime and Intellectual Property Section (CCIPS) shut down one of the Anime download website?

I am one of those downloading, because Naruto is my favourite anime. They say all visitors visiting this site will be subject on possible pending charges in a class action civil lawsuit. Can I be busted? There are apparently 12 million hits on that site, are they really going to go all that trouble through all 12 million people?

There is a difference in criminal charges and civil charges (which is what a class action lawsuit is). But probably not, because a class action lawsuit is filed by a group of peope not against a group of people, so I would assume whoever put that up (possibly someone from another country?) did not know what they were talking about. I would probably not worry too much.
