I wish to reply to questions from my Local Council in writing only. They refuse. What are my rights please?


I am receiving Housing and Council Tax benefits via my (Local Authority) Council office, London. I have been requested by my (Local Authority) Council Benefits office to review my claim over the telephone.
I requested my (Local Authority) Council Benefits office that I do the review in the medium of a paper form to complete in writing only. I was refused this request, and was informed that the telephone option was the only option open to me.
I asked to come into their office in person to declare my information in writing. I was again refused.
The reason I do not wish to complete a form or reply to questions over the telephone is: I completed a form over the telephone in June with the benefits agency for Income Support. The "form" compiled by the benefits agency telephone agent contained many errors. It took me months of visiting a solicitor to rectify the errors put on the computer system by the telephone agent.
I also suspect that my (Local Authority) Council Benefits office is contravening the Data Protection Act (1998) by requesting sensitive and personal information via telephone.
I wish to reply to questions from my (Local Authority) Council Benefits office in writing only. They refuse to ask these questions in writing.
What are my rights under the law please?
