In PA: ANY consequences for being evicted and/or having a judgement placed against you for non-pymt of rent?


I am going through the 4th eviction in two years at my 4-unit apartment building, all for non-payment of rent.
It seems that in PA there are no consequences for these tenants who take off without paying up to $2000 in rental payments. You can't garnish wages, report them to any kind of Landlord/Tenant database, or enforce the judgment in anyway.
All I've been able to do is send their info to a collections agency whose success rate is 30% and even if they collect (which they haven't and probably won't) they keep half of it.
Is there anything I'm incorrect about here? Should I report to the court that they have not paid?
Any help out there?? Also, if you have alot of knowledge in this area, maybe you could help me with another question I have about leases and what does and does not, can and cannot be stated in them.

All that really happens to people is a bad, bad record and more and more trouble finding a place to live. The innocent are punished by the rents going up highter and higher, with impossibly high security deposits and fewer places to live in. Not many people want to be landlords any more.

The court is not responsible for collecting the past due funds. They are simply responsible for helping you get the non-paying tenants out whether you do or do not have a contract (lease) in place at the time. The only suggestion I have regarding possible means of collecting the money owed to you (besides a strict eviction policy on the 35th day past the due date) is to pay to place the account on one or more credit bureaus. If the tenant ever wants to purchase a car, home (especially), qualify for credit cards, etc., they will most likely be told they need to pay the collection in order to raise their score to qualify.
