Boy oh boy, this is a tough question to read! You should not keep posting this over and over in different locations. You will end up being reported.

As for the law answer to this question(?), if you are operating a forum hosted on someone else's web server (if you do not operate your own server), you will need to follow the rules of your web host. So first, find those and read them carefully.

If those rules allow you to operate an unmoderated forum, then you should consider what that forum will become. Most forums are moderated to keep the hateful nonsense out, eliminate trolls, etc.

But if decide to require registration and establish guidelines for booting people off the site, you should keep the amount of information you collect to a minimum. I can see no reason why you would want to collect telephone numbers for example.

The information you collect must be strictly protected and not resold to third parties. You should include your privacy policy on the site informing people who register how their information will be used.
