Question about Utilities Commission for *****MAJOR***** problems with cable company?

Im having problems with my OLD cable company. I moved out of my old apartment THREE months ago-I purchased a house. Im STILL getting bills for the cable service & they have NOT shut it off at the old addy. People live there now Ive called & gone into the office SEVERAL times & work orders have been put in to have service shut off but everytime a tech goes out the NEW resident says "dont shut it off im Melisa and I didnt ask anyone to shut it off there has been a mistake" well point is, I AM MELISA not them I have proven that with id credit cards etc they are even sending the bill to my NEW address Isn't there someone I can contact about this? Ive talked to supervisors they keep assuring me service will be shut off but it never gets shut off Im still receiving a bill and now they are threating to turn me into collections! what do I do? Ive tried to look up utilities commission in my state but no luck. isnt the new resident stealing & committing fraud?
any suggestions??

No, it wasn't time warner cable. They were called Charter Communications when I first started with them three years ago, and then the end of 2006 they changed to New Wave Communications (worst SERVICE after they changed by the way. no wonder people go to dish, so did I!!!!!!)

Be at your old address next time they go to turn it off. They can go to jail for that. Take them to small claims court.

Let me guess is it Time Warner Cable? I have the same experience with them when we moved into our new home from our old home. They will never correct their mistakes and they report it to the credit bureau and you cannot get it off your credit - believe me I have tried everything and I do not owe them any money. They came and picked up my box and then tried to charge me $500 for it but thankfully I kept the receipt so they had to credit me for that but they still insist on charging me for 3 months that I did not have their lousy service.

A mortgage broker told me they do this to everyone and they ruin a lot of peoples credit.

I think if you dont turn the cable box in they keep billing you until you do. That is what happened with me and comcast....they kept billing me until I actually came and turned the box in. Even though I had called them months prior to disconnect the service
