My husband received a check from his health ins.co is it legal to cash it?

we are having extreme finacial trouble I was just wondering if it is legal for him to cash the check to get us out of this hole we are in, without getting in trouble, meaning anything more than this ambulance bill being turned over to collections.

If the check is made out to your husband, it's his to do with as he pleases. The reason the health insurance company sent it to you was to reimburse the ambulance expense. Granted it's not the most honest way to deal with a financial responsibility, but if you're out of pocket at the moment, I'd be inclined to take care of more immediate concerns, too.
