UK law civil right..?

can a defendant who speaks English as a second language ask for a translator to be present? who would pay for the translators services?

It depends.

In the criminal court, if a request is made in advance the court will provide one.

In a civil case it is the party who claims to have the need who is obliged to find and pay for one.

Yes, they can. Some larger courts have court interpretors and one just needs to book their services a few days in advance at the states expense.

At smaller courts, you would have to get your own and fork out the cash for it.

Yes and the Police, or Court will pay for the translator. They will also pay for somebody to sign if the person is deaf.
