Is it a must to establish a Fetal Civil Registration?

If a woman has a pregnancy test positive on May 1st, then on August 1st she should get a Fetal Civil Registration.

Fetal persons would have the right to have death certification, medical rights, even their own passport, with their ultrasound image, or course.

The pregnant woman would sign a paper. She would be warned about that the intentional death of that fetus would be punished as a first degree murder.
