When has civil right been taken away?

a recent event between 1992-2007

When the Patriot Act was passed.

Never.

In fact the opposite is true. The Supreme Court keeps finding more and more rights in the Constitution that the founders didn't know they'd put there.

Just recently, a right that the City Government in DC thought they'd managed to take away - handgun ownership - was restored by the Supreme Court.
