Have there ever been CIVIL ACTION suits against the government itself?


Reading so much about legal aspects, it's made me wonder if there have been CIVIL ACTION SUITS against the U.S. government itself.

My mind goes back a couple of years when President Bush passed a law in which it was prohibited for patients to do a CIVIL ACTION SUIT against HMO's.

If patients decided to take the federal government in this case for example to court, it would be a CIVIL ACTION SUIT, right?

Have any such thing happened ever?

Am I confusing the term? I think there's a similar name to another type of suit.

1. This happens often. There are more civil suits against the federal government than anyone else.

2. The President does not pass laws. Congress does.

You can only sue a legal entity, such as a person or a corporation. A government is not such a legal entity. You have to sue the agency or the person in charge of the agency, and that person might be immune from suit. There are a few exceptions where the government (state or federal) has agreed to be sued directly, but those are rare.
