Is it right for U.S. postal workers to be governed by different rules(compared with a civil service employee)?

Yes, seeing as they are actually paying themselves.
Any civil servant knows what they are getting into when they sign up for the jobs they selected.
If one perfers the postal workers job then they should apply for it.

Since they are the only part of the government that actually makes money rather than just spend it the cannot have the same rules.

I think postal workers should be governed by the same rules as other civil service workers.

It would be easier for you to understand the difference if you were able to make a better distinction between the types of workers you are talking about. "Civil service" is a type of test, or a retirement system (which is being phased out) not an actual type of employee. Each type of government, or semi-government (in the case of USPS employees) employee is paid differently because they negotiate different types of contracts. Since there are so many different type of employees in question its really an apples vs orange type of situation trying to compare them.
